  1. It’s greed, plain and simple. John Donlevy and his good ole boys club get their pockets lined, the developers get their pockets filled and us working people get to pay more taxes and fees. Winters is going to become another Vacaville. I grew up there but came here only because it got to big. I love Winters small town feeling.
