forge ahead with plans for a mural on the side of the Rogers Building along First Street. The plan was approved as part of the council’s consent calendar. Through their vote, the council authorized City Manager John Donlevy and other city officials to work with the Winters Participation Gallery and the Winters Joint Unified School District in developing additional plans for a proposed mural on the Rogers Building. The building, which houses the Winters Chamber of Commerce, Winters Museum and Express editorial offices, is owned by the City of Winters. The same group comprised of middle- and high-school students along with art advisors installed a mural along the side of Lorenzo’s Town and Country Market last year.
