The Planning Commission encourages expression of views by its citizens on matters of concern. Writing a letter to the City Planning Commission, City Manager, or the pertinent City department, at 318 First St., Winters, 95694, is one way you can express your opinion. Another way is to make an oral presentation during the appropriate section of a City Council meeting. DISCUSSION ITEMS A. Consideration of the Affordable Housing Plan for the Walnut 10 Tentative Subdivision Map to subdivide 10 acres into 54 lots. Public Hearing and Consideration of Site Plan/Design review of a second story addition and new garage located at 202 Russell St. (Continued from the Jan. 28, 2020 meeting.) C. Public Hearing and Consideration of an application by Homes by Towne of Ranch Cordova to amend a Tentative Map for the 395-lot subdivision of the Winters Highlands (Stones Throw) Development located off of Main Street north of Grant Avenue (SR 128). D. Public Hearing and Consideration of various amendments to Title 17 (Zoning Ordinance) of Winters Municipal Code which includes the following entitlements. a. Finding the project Statutorily Exempt from CEQA Section 15268, Ministerial Projects. b. Recommending the City County adopt an ordinance which amends the City’s local regulatory scheme (Chapter 17.98, Accessory Dwelling Units or ADUs) for the construction of ADUs and Junior Accessory Dwelling Units (JADU) to comply with the amended provisions of Government Code sections 65852.2 and 65852.22.
