Sarah Emerson, a CivicSpark fellow working with the county, said the toolbox provides a framework and planning language specific to climate adaptation , sample policies and advice on implementation goals and strategies. It will provide a template that can be copied directly into jurisdictional plans, if desired.

Emerson said the toolbox will help Yolo County develop a resiliency plan, crucial considering projection on increased weather conditions in the region. “Sacramento is projected to have the climate of Pheonix as early as 2050” Emerson said. “The impacts of climate change are not limited by jurisdiction boundaries.”

The toolbox will help individual jurisdictions comply with California SB 397, which requires General Plan updates to incorporate climate change adaptation goals by January 2022.

The toolbox will also include avenues for application of state funding in the General Plan updates.

Emerson said the toolbox’s purpose is to create more resilient, better prepared communities, with necessary policies in place before disaster strikes.
