Public hearings address fees, waste

The Winters City Council will meet on Tuesday, Aug. 1, at 6:30 p.m. in the council chambers at City Hall. Time is allowed for non-agenda items. Anyone may attend.

The agenda includes:

~  Consent calendar, approved as one item (resolution to approve a grant deed for a Public Right of Way and Public Utility Easement on Niemann Street; resolution approving the Subdivision Final Map for Callahan Estates Phase 1; public improvement agreement for the Chevron/Starbucks project; second reading and adoption of ordinance regarding the amended and restated development agreement for Creekside Estates (40-lot subdivision), located near the intersection of Grant Avenue and Main Street, between the City of Winters and the Catholic Bishop of Sacramento; request for street closure on Aug. 25 for Earthquake Street Festival.)

~  Public hearing and adoption of resolution regarding the establishment and increase of certain user fees

~  Public hearing and adoption of resolution to consider the addition of commercial business mixed organics rates and establishing the rates to be charged by the city and collected by Waste Management

~  Public hearing and adoption of resolution confirming delinquent solid waste bills and requesting collection of charges on tax roll

~  Yolo Habitat Conservancy EIR/EIS presentation and public comment

~  Draft Storm Water Management Plan

~  Resolution amending the 2017-18 operating budget for the City of Winters

~  Resolution confirming Delinquent Utility Bills and Requesting Collection of Charges on Tax Roll
