Winters Police Chief John P. Miller led a salute to the American flag on Wednesday Sept. 11, at 8:46 a.m., when Winters Fire chief Brad L. Lopez convened on duty public safety personnel to “Never Forget” public safety, EMS and military professionals past and present. City Manager John W. Donlevy, Jr. rang the bell at the Winters Public Safety Facility three times, in memory of the attacks on the United States in 2001.
