Yes. Expansion needs to be on the terms the citizens of Winters want. Done right, we can end up with amenities and infrastructure that will benefit all. Done hurriedly and only for the benefit of the developer and we will dilute the magic that is Winters.
I think our general plan is a good framework, and still has room for future growth, but if you look at the land use map of it, the whole north area is just random blobs, place holding for more specific designations.
One thing that could drive the updating of that portion of the general plan is a developers specific plan proposal. Another would be a decision at the council level have the city hold workshops to gather citizen input and vision and direct updates based on that.
I suspect that the former option would be cheaper as the developer would absorb some/most of the costs.
But I have not heard a single person who lives in Winters supporting that.
I hope that the people of Winters press for a vision that is their own, rather than it being driven by inexorable economic forces.
