I certainly agree with Charlie and the Romingers, Winters needs to step back and take a long hard look at the need for more houses. Agriculture is what Winters depends on and was built around. It was not intended to be a “bedroom community.” The land is fertile and productive and should be used as farm land not to build more houses on. There is plenty of space for growth in other areas, yes the land is more expensive near/in Sacramento area but, it is not productive land. Once land is taken over by developers it cannot be taken back so now is the time to stop that process and value what is already there.
